"There has previously been an IP block preventing European users from activating a North American account in their master account control panel, and vice versa. This is now removed - we do no longer have any IP blocks between EU and NA, and users are free to active accounts regardless of them living in either of these two territories. They will however need to purchase a game version that is for the region they want to play in. We do not sell version of the other regions via our official NCsoft store - it will default and show only the version appropriate for the region you are located in."
